You may want to look at this patch: https://support.esri.com/en/Products/Enterprise/arcgis-server/ArcGIS-Server/11#downloads?id=8084 " After installing or upgrading to ArcGIS Server 11.0, you must apply this patch before proceeding with the Create Site or Continue Server Upgrade process."

As far as I know there is not a single site that has all the updates. You can subscribe to each of the components and versions, example for ArcGIS Server 11.0: https://support.esri.com/en/Products/Enterprise/arcgis-server/ArcGIS-Server/11#downloads Maybe not ideal but could be helpful for your version.

@AlexShum I believe that the schematics services use the old "ArcMap runtime engine" behind the scenes and at ArcGIS Enterprise 11, that is no longer available. I was able to find a few docs that reference schematics specifically as not support past 10.9.1: https://enterprise.arcgis.com/en/get-started/latest/windows/considerations-for-upgrades-to-11-0-and-later.htm https://enterprise.arcgis.com/en/server/latest/publish-services/windows/migrating-services-to-the-arcgis-pro-service-runtime.htm Hopefully this is what you are looking for. Let us know if you have any other questions. Note - I am not on the Enterprise product team

Does the locks / connections table say there is nothing connecting (except the client you are using for the upgrade)? Are there any services that are published from that enterprise geodatabase as reference?

If you are talking in context of ArcGIS Online credits, then no. Technical Support is provided as part of software maintenance. Hopefully that helps answer your questions.

@shamnasPC when you upgrade, it will upgrade to the version of the client. For example, if you want to upgrade to 10.7.x, you will need to install ArcMap 10.7.1. We do not have options for different versions within the same client at this time. You can download and install 10.7.1 from My Esri and use that at the intermediate version: https://desktop.arcgis.com/en/arcmap/10.7/manage-data/gdbs-in-sql-server/upgrade-geodatabase-sqlserver.htm it is in fully supported.

I do not think that SQL Server 2022 is supported at any version of ArcGIS Enterprise. It was just released 2 - 3 weeks ago; https://enterprise.arcgis.com/en/system-requirements/10.9.1/windows/database-requirements-sqlserver.htm You will need to go to an intermediate version first, then to 10.9.1; https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-sql-server/upgrade-geodatabase-sqlserver.htm You can upgrade directly from a 10.4.x, 10.5.x, 10.6.x, 10.7.x, 10.8.x, or 10.9.x geodatabase if your database release is supported for the ArcGIS version to which you upgrade. Hope this helps!

You should be able to download the patches from My Esri, https://support.esri.com/en/technical-article/000018698, or if you organization allows you from within the Pro client.
